With the real and present danger of earthquakes in the Philippines, I believe that it’s timely for our local government here in Davao to conduct PROPER and TIMELY building inspection. I’ve been a long time resident of the Metro and never saw one single Inspector checking the dormitory building (Arsenio Residence in San Pedro Village Ext. Buhangin) that I’m staying nor the Office building (Landco Corporate Center) that I’m working at. There’s A LOT of VISIBLE CRACKS on its walls that HAVE NOT been fixed. Which could definitely further the chance of both buildings collapsing.

Hi.. Congratulations to President Rodrigo”Digo” Duterte. We pray so very hardly for his victory as the newly elected President of our country. We avidly supported him for we beleive in his principles and highly admired his conviction and no sweet talking like traditional political leaders do. Sadly, last May 9, 2016, I and my daughter was about to do the usual monitoring of the elections as member of the press when we were prevented to do so by the Manager of Asian Realty of Cavite. She robbed , looted all our properties together with her son right before our eyes.We called for police and barangay assistance but was denied of our right for justice and they were about to frame us up so we can’t file any complaint and to make it appear in the eyes of the majority that we were the suspects of the crime EMMA and son JEAN DANO committed against us. We don’t owe anything but they took all our properties and belonging leaving me and my daughter with just our bare clothes on and we were sent to the streets as we were harrassed by Bgy Chairman Florencio Aquino, Zone 1, Dasmarinas Cavite and SPO2 Padios of Dasmarinas PNP Gen HQ. For couple of days, we lived the life of the beggars.Some people gave us clothes, some food and fare and day by day we pray for the Good Samaritans to come along. We thank you, President Duterte for being our new president. We hope that you will take care of us and our family, away from harm , abuses of local officials and police officers. Through the surveillance camera, we had photos of these abusive bgy officials and police officers making fun of our situation, humiliating us, taking our pride and dignity as we were treated as criminals and feasting on food and drinks with the suspects led by EMMA DANO. Such was an unforgivable sight . Corruption right before our eyes. they left us with barely nothing as everything was taken away from us. Maam, relative to your queries, here are the specific ordinances:
1. CURFEW ORDINANCE
The Curfew Ordinance of the City was approved under Ordinance 84-71 Amending Section 1, 4 and 5 of Ordinance No. 26, series of 1952, otherwise known as the Curfew Ordinance of the City of Davao, the same to read as follows: “SEC. 1.- It shall be unlawful for any child below sixteen (16) years of age to be loitering around after seven (7) o`clock in the evening unless they are in company with their parents or guardians; and for any such child to be sleeping in public places like the markets, wharves, empty bodegas or houses, sidewalks or alleys, showhouses, etc.
However, another ordinance specifically the Davao City Children’s Welfare Code or Ordinance No. 2491-94, Series of 1994 was approved in 1994 which provided for:
“Section 18. Curfew on Minors. For the protection of the child below 15 years of age, they shall be prohibited from loitering around or sleeping in public places after 10 o’clock in the evening until 4 o’clock in the morning of the following day unless they are in the company of their parents or guardians.
This was later amended by Ordinance 0292-06, Series of 2006, particularly Section 22, which provides that:
Section 22. Rescue of Children under Special Circumstances. For the protection of children below 15 years of age, they shall be rescued by the BCPC and CSSDO when found loitering around or sleeping in public places, after 10:00 o’clock in the evening until 4:00 o’clock in the morning of the following day unless they are in the company of their parents or guardians. The social worker in the barangay, or any available personnel from the CSSDO shall initiate the rescue and accompany these children in turning them over to their respective barangays. The same rescue operation shall be conducted on children inside disco pubs, videoke establishments, internet cafes and other similar establishments.
2. ORDINANCES REGULATING VIDEO GAME MACHINES
Ordinance 51-89 An Ordinance shall be known as “An Ordinance Regulating the Operation of Video Game Machines for Commercial Purposes in the City of Davao.
3. DRINKING IN PUBLIC PLACES
The City of Davao does not have an ordinance prohibiting drinking in public places. However, the ordinance regulating or prohibiting minors from buying or purchasing liquor, cigarettes, liquor and other intoxicating beverages was approved under Ordinance 064-02 Prohibiting retailers, wholesalers, grocery stores, convenience stores and other businesses from selling or allowing to be sold to minors in their respective stores and establishments cigarettes and other tobacco products, beer, liquor and other intoxicating beverages and prohibiting minors aged 17 and below from buying, ordering, serving, selling or drinking beer, liquor, coconut wines and other intoxicating beverages, as well as buying, ordering or smoking cigarettes & other tobacco products, etc.

‘The Pope’s Gift’ – A Broken Promise! (Re: Kevin Taylor, and many others)
When Pope Francis visited the Philippines, former President Aquino made a promise to Grant Clemency to aged and sick prisoners, ‘The Pope’s Gift’. Lists were drawn up and the Board of Pardons and Parole was charged with processing the Pardons for some 250 deserving inmates. This process was never completed and these people, whose hopes were falsely raised, have been left, forgotten.
The ‘Promise’ to The Holy Father has, in effect, been broken!
Among these inmates are Kevin Taylor, a UK Citizen, and his Filipino partner, Charlene.
From the outset, on their arrest in 2008 on the word of dishonest employees, Kevin and Charlene protested their innocence. Kevin refused to pay bribes to the arresting officers and officials as he firmly believed that justice would prevail. This has been his stance throughout.
At the time, Charlene was heavily pregnant and their newborn third daughter was torn from her. They have scarcely seen their children since, they are strangers to them!
The arrest and conviction were dubious, the subject of entrapment, corruption and a denial of their rights to Speedy and Fair Trial. A corrupt lawyer absconded with over P700,000 (£10,000) of the life savings sent to them from the UK by the elderly parents of Kevin Taylor. This money was supposed to secure their release but, being thereby rendered penniless, Kevin’s parents were unable to fight the case. Kevin and Charlene were held 6 long years, until 2014, before a judge eventually declared them guilty on a technicality and sentenced them to 20 years for estafa and illegal recruitment.
Kevin is in Bilibid prison and is now almost blind. He is physically and mentally frail and, as a ‘foreigner’, has been the subject of bullying, beatings, intimidation, extortion and theft of money and possessions.
Despite our requests on the status or progress of his Clemency Appeal, the Board of Pardons and Parole appears to be no longer taking any action.
Kevin is one of “the least, the last and the lost”! — as is his partner Charlene and all the others whose hopes for release were so cruelly raised then dashed!
Kevin Taylor’s plight has been reported in the UK on the BBC and press. To a watching world, the Philippines has long been seen as corrupt, unjust and disregarding of human rights. How does it look when they even appear to break promises to their Holy Father?

However, the said facility can now be used and accessed. You can download a copy of ordinances through the ONLINE LANDMARK LEGISLATION facility in this website.
Just go to the HOME PAGE, click on the ONLINE LANDMARK LEGISLATION icon at the said page and key in the ordinance number or the keyword, i.e., “children” and click on the PDF icon at the right side of the title to download a PDF copy thereof.
